1980 saw a change in the format of the final stage of the Championship: the quarter finals were abolished - the 2 group winners proceeding straight to the final. The tournament was hosted by Italy, with the USSR officiating as reigning Champions. The Germans beat the Russians 1:0 in a lack-lustre reverse of the great 1976 final; but they found their form in the second match against Holland , winning .:2 thanks to a hat-trick from Karl Allofs which won him the Champion Goal-Scorer.
